More seriously, unfortunately tny.cz have a 1MB size limit, so that 3MB font won't fit there. I'd imagine most other paste services would have similar limits. As for regular hoster, that's what the "All Attachments" link is for.
In reality it's actually a fair bit more than 33%, since the attachments are 7-Zipped. And then there's those files that have 60MB of fonts (yes, I've seen them, people do it)...
It's using uuencoding. According to Wikipedia it adds about 33% overhead, which I wouldn't call "ridiculously" high (wow, so 3 MB turns into 4 MB. your internet connection is not capable of handling that??). You could upload an ASS file with embedded attachments to a text file hoster alternatively to one with all attachments stored on a regular hoster.
I've noticed what I think is a bug in the search function. If the results are numerous enough to not fit on the results page, there is no way to view them. There is no "Next page," or "Older Entries" link.
There is a way to add attachments to the ASS subtitles themself in form of UTF8 or ASCII formatted text (MkvMergeGUI will automatically recognize such attachments when you're muxing the subs). Aegisub can do this, but I don't know how to do this with command line. But maybe I'll find a solution and post it here.
I haven't heard of any US legislation about enforcing DNS blocking (has been discussed, but not put into action). UK ISPs do perform DNS blocking, but only on the bigger sites. I'd find it rather weird if minglong.org was blocked. The blocks can easily be circumvented by just using an alternative DNS resolver, examples OpenDNS, Google DNS. This may not work if the countries that the DNS resolvers reside in have to enforce DNS blocking, but this doesn't appear to be the case yet.
In either case, AT is not likely to get blocked any time soon in the US, simply due to how small this website is along with the target demographic.
For your case of not being able to access minglong, it's much more likely a network/routing or server issue.
A week ago I saw evidence that the US was beginning to block sites at the DNS level, specifically nipponsei.minglong.org, a place for anime music. Your browser will just tell you it can't find the site or there is no response or it times out, etc.
The same thing could happen here at AnimeTosho or Tibb's place or anywhere. Now is the time to prepare, because too late is too late. So my suggestions:

Hmm, it seems that ImageShack doesn't work if the URL is changed to HTTPS... Don't know why it did before. Imgur still works, but I don't think I'll bother with it for that case. I potentially have a better fix to the problem anyway.
