Considering the entire file is only 250 MB, the Media Info seems to be flat-out wrong:

It looks like the numbers came straight from the original source video (i.e. what's in the ToonsHub, SubsPlease, and varyg1001 releases) - doing the math, the actual bitrate on this file is closer to 1300 kbps.

Having a lot of problems playing the 8000kb/s bitrate files like this one, my projector is refusing to play and even reboots, the 5000kb/s files play fine like in the "[ASW] Mato Seihei no Slave S2 - 01 [1080p HEVC][2C69C56A]" you just posted.
