The original Aika and R-16 didn't receive Blu-rays and at best R-16 got an HD TV airing so yeah very obvious 1080p DVD upscales from the NTSC DVDs which are 720x480 max
This should be removed alongside the Deadmau raw the video came from

NTA, but you're an idiot. SP and Erai release untouched official video, they don't encode anything, and official video is encoded with the software encoder x264. In the case of amazon they sometimes used a hardware encoder, but it's an exception rather than the rule.

Both of these are x264, which is a software encoder ran on CPU. The settings aren't necessarily that good, but streamers give it lots of bitrate so it works fine.
