I won't argue with with most of that. But pushing subs/JP audio only does make one a weeb in my mind.
I bet they can't even see the current destruction of the Japanese culture that is currently happening since they really don't know what is going on there.

Watching dubs/subs doesn't make you a weeb imo. What makes you a weeb is when you think you know their culture more than the actual natives. For example, Those who insist honorifics in english translations. I bet you those people are not even native english speakers and doesn't even understand japanese at all.
If I am "forced" to I  will use subs, that doesn't make me a weeb. subs are a pain in the azz because they distract from the video.
I don't sit here and promote JP only like others do.
I am a reasonably well known releaser even though it has been many of years since my last release.  
All my releases were dual audio so even the weebs could get something out of them.
All my old releases are still well seeded to this day except 1 that was a major mess up on my parts as far as the subs went.
English dubs are quite distracting and usually ruin the anime experience for me. The people who are used for these dubs are a small group and hearing the same voices for every anime is not something I enjoy.  
Japanese voice actors are carefully chosen and are an important part in the artists and producers vision for the characters.
Its possible that AI can in the future supply the japanese  voice chosen into an appropriate version of an english speaker. That would make me reevaluate dubs.
Untill then I prefer subs.

Most people don't care about SeaDex because they are not archivers. Most just watch on their smaller screen devices then delete before or after the season ends.

There is a small issue in your release: torrent has too many pieces. This one has 13747 pieces (previous "kimetsu no yaiba" batch has 81545), which may cause performance issue on low-end PCs and makes the .torrent file larger. A lower value would be nice.

I hate to be that guy but this encode sucks, AI-Raws is an asian group (probably chinese) known to over filter everything they touch to get a "clean" look (sharp lines, no grain etc). This approach to anime filtering results in artifacts such as ringing (aka mosquito noise) and haloing. To add insult to injury their encoder settings are very poorly optimized so most of their stuff has the usual/blocking blurring from x26*.

Not to mention the fact Terra e...'s Blu-Ray is a horrendous cross converted upscale.

Ironically zShionz (this torrent's uploader) got the subs from [sam] which has been fetched AND is the best release for this anime. Do not be discouraged by the fact it's encoded from a DVD and is SD, there's no direct correlation between resolution and quality!
I was commenting on the fact they're more concerned with pumping out automated releases.

As for your question, that's up to you to decide. Theoretically speaking you could come up with encoder settings that would perfectly accommodate a video's bitrate needs, but this is the real world and nobody has the time for that. So it's up to the viewer to decide whether the mini encode or the SeaDex release looks good to them. I'm a so called "quality enjoyer" so I go by SeaDex and remuxes (in case there's no entry) for almost all anime.

Most of those lately are due to CR messing up on their end. Erai and the other stream rippers have the same issue and release a V2.
1gb per episode is normal these days but if you think it's too big that'a fine. Ember will be there for you. Also, most mini encoders rarely check their releases before uploading and that's pretty common. They'll usually upload a V2 later.
