Let us not mention that the audio file size is about the same as the JP file. Just converting AAC to FLAC won't do that.

Anyone can convert the ACC to FLAC and then join them in the mkv. Second if what you say is true and it was ripped from USBD then it is a "sloppy job" just like the other guy said.

First of all the ENG audio is Flac to begin with so it is not a lie seems the USBD didn't include the preview with the episodes as well.
