To answer seriously, “MTBB” is basically me saying “I don’t think any other release is worth downloading for this show,” whereas Okay-Subs is “this release is only marginally better than other releases out there,” but for minis, that distinction doesn’t matter since these encodes are much worse than many others, so they all get lumped into MiniMTBB.

Before anyone else gets mad at what I just said, obviously that distinction breaks down in the case of an airing show and a competing fansub release. Even though I released Oshi no Ko under MTBB, Starsugen was certainly worth downloading.
