Otherwise, US and Japan follow the NTSC standard, whose DVDs have a resolution of 720x480 @29.97fps.
Europe and Australia follow the PAL standard, whose DVDs have a resolution of 720x576 @25fps.

It's unknown what sources were used, though from a quick search (I didn't look hard), I can't seem to find any PAL DVD versions of this.
Without actually seeing the source, I'd say anamorphic 704x480 (13.2:9 aspect) is somewhat an odd resolution to resize 720x480 to, for 16:9 content.
There's probably a reason for these resolution choices, but either way, I don't think there's a big difference, so pick what suits you and don't worry too much about it :)

Some people in some part of the world are stuck with tiny download limits (which is why I download stuff from school, however I can't download torrents, which is why I depend on this site a lot for my downloads), from what I've seen so far about BD releases of high quality (coalgirls), the more it moves, the less you can compress/the more the file size will be, Nisemonogatari wasn't very big for a BD release, usually around 700mb per eps, however the OP/ED alone were like 200-300mb each, which would make the file an extra 500mb an ep. Ordered chapter is a blessing for this.
And your stupidity continues how you think doing ordered chapters is "half-assed."
AniDB.net has a list of 40 or so groups that created versions of "Pocket Monsters" (a better title to search for, when looking for subbed than "Pokemon"), 20 or so of which were involved with English subs or dubs  over the years.  They list several with Dual Audio, several with English audio no subs, and some with English subbed, no English audio.  Given what the other fellow said, this may be a mistake somehow in the AniDB listing.  Unfortunately, many of these groups are dead and gone (like Anime-Anarchy, for example), and I haven't yet been able to locate any of the old versions reported by AniDB to have been subbed.

Your best hope therefore, other than PM-Sub's retro project, is to check any mkv version you find.  As you probably know, if it really is Dual-Audio it has to have Japanese and English audio tracks and English subs.  However, the dub track may be set to play by default.  You can look for subs and a Japanese audio track during playback and switch to them if they are there.  You can also set a playback preference in the Haali splitter configuration (CCCP or stand-alone) and in some video player option menus.

I ran across a few other notes by people wanting a subbed version of the early episodes.  Some of them were years old and no signs of success.
The only grumbling I do about ordered chapters nowadays is this: So stupid. That's it.
The dvd is 720x480, so it is an upscale. Nyaa allows dvd to be upscaled to 576p and nothing over it.
I take your point, but the more I look at the big picture the less I am inclined to grumble about anything.  And I don't believe these good times are going to last.

We live in the soon to be legendary Golden Time for fansub anime: HD, fast transfers, cheap storage.  Just 3 years ago transferring or storing a 200MB file would be a big deal.  But the twilight has already begun.  Many of the rich archives of the past were wiped out  in a day.  Browsers for some countries say that subdesu doesn't exist even though it's up and running when an anonymizer hides your country of origin.  ISP's are keeping records and blocking torrents.

Have fun while you can.  Complain all you want.
So THAT'S why you hate ordered chapters. I don't like when you need everything in the same folder like that either.
For your information, I watch this on a laptop, not a mobile phone (that in itself sounds stupid, to watch anime on yer phone). Ordered chapters is just a subber's way to release something half-ass, and make one have all this crap downloaded into a folder just to watch a series. Encodergasm's the best example of ordered chapters stupidity, with at least 4 Gundam series like this.
It's your problem if you watch this on a mobile or too lazy to update your player.
Stupid to insult other people's work, especially when you get what they did for free. Encode yourself.
Looking at Doremi's website, they release this show in HD .mkv file and an SD .avi file.
For the movie it is an SD .mkv file (since it is encoded from a DVD), so I doubt that Doremi will release an .avi one.

You can ask Doremi to release an .avi one but I can't say that the group will do so. I can't really help you since  I don't know what I'm doing when converting/encoding stuff. Maybe someone here / nyaa / doremi website / even an forum might be able to help you out.

If you find an .avi version and would like that, mention it here and I will probably upload it for you.
