This anime being set in the Japanese Bakumatsu/Meiji Period, it just feels wrong to watch it in a language other than Japanese. Probably what he meant by saying the english dub is "TERRIBLE", since it feels totally out of place. It would be like watching Harry Potter with Japanese Dub. No matter how good the dub is, it will still suck because its completely incompatible with the show.

if he uses the proper label for comment type, as I believe he mostly has, you can filter them by de-selecting "Contains additional download link" under "Latest Comments".

The fact that such a filtering system is in place suggests such links are allowed, unless you can make a case that there is a problem with these.
