You just don't "correct" an AR on video just because you don't find it "correct". You can customize it to your liking but that doesn't mean it's the "correct" one.

Akebi's main video problem isn't noise, banding or halo but looking rather ugly in the original 16:9 aspect ratio. (Source mangaka has a unique "melt candle" style and anime studio copied that subserviently.) The easy solution is to change playback to 16:10 screen aspect ratio, VLC and most other players can do that with 1-2 click. Heads become normal and the tiny distortion buildings, landscape, etc. suffer is essentially unnoticable.

Episode 3 has the subs for episode 1. No chapters in episode 2. Audio for episode 5 is commentary so you hear the voice actors speaking over the dialogue and it confuses me. Episode 14 needs 1001ms of subtitle delay. No QC?

This is a one person problem, or one person trying to understand the process of translation.  If it's a playback problem, I suggest they stick to h264 encodes like SubsPlease.  I know we have one person that uses 20 year old hardware and software.  I suppose old hardware could skip subs with hevc.
