It's raw but the subs are included tho you have to make sure the subfile matches the video file name in order for the subs to show up.
Or you can always mux them on if you know how.

The subtitles are in a separate, misnamed file, "GHOST_IN_THE_SHELL_ARISE_2[720].mkv.srt".  Download into the same folder and rename to GHOST_IN_THE_SHELL_ARISE_2[720].srt

Your video player will associate the two files as long as the name is the same except for the suffix.

To answer your question, the mkv by itself contains no subs and therefore is a "raw".

So, to answer the question, CR did not sub the OP/ED. The lyrics are there, in Japanese; the only reason the English is there is because part of the song is in English.

The subs of OP and ED are from Japan and have been starting with Episode 1. Notice that part of the verses are written in kanji and kana with the kana written above the kanji (this is not normally done; it is for the sake of kids who may not be aware of a particular kanji). The only reason there are English subs for the OP is because part of the verses are in English. It is fairly common to include song lyrics in the OP/ED in more shounen oriented anime (it was the same with Fairy Tail and many others) .
