Yes, the ISP is sadly screwing with people that use torrents and sometimes blocks or disables peoples accounts is they catch someone downloading big files from one. oddly enough the ISP doesn't mess with people that get stuff from file hosts.

Don't worry about uploading it if you can't do it, I'm still searching random anime sites I spot for it and will get it once I spot a good link for it.

Btw, why can't you download from torrents? Is it because of some restriction from your ISP or because of your internet speed?

No, you don't necessarily have to have a premium account to download from them, especially if they are split into smaller parts. You'll be limited to lower speeds, but it's still something for crying out loud.
