All videos from *them* are hardsubbed. I can only remember one instance where horriblesubs messed up a rip and hardsubbed something in addition to a softsub.

The company that licensed it did them separately. This is technically the "complete series". The 4 OVAs are being released later.

When things are licensed, though the term "complete" is rather ambiguous, they are allowed to say it's the "complete series" even if they don't include OVAs which would, in actuality, complete the series. "Complete" for a lot of these usually just encompass the regular TV series that aired in the season. It's up to the company to do the extra episodes (if there are OVAs) and include them with the set.
