English subs for audio commentary will come with the official English subs for the outside of Japan BD, like Bakemonogatari probably.  Unless some fansub translates and transcribes them on their own.  I don't know the R1 BD schedule or if any fansub is going to translate the commentary themselves.  Not right away either way, I'm guessing.  (Coalgirls lists Bakemonogatari as an ongoing project, but Nisemonogatari as a completed one.)

Looking at past AT listings, I don't see any Chihiro avi releases in the last two years.  Looking at Chihiro's own archive, the last avi I can find was issued in 2010.  So I don't think they make those anymore.  For ease of playback, you still have the following options:

1. Deadfish creates mp4 versions of certain titles.  Like avi, mp4 are usually hardsubbed and play easier than softsubs.  Here's a link to their version, probably based on Horrible-Subs or Vivid-Sub's version:

There is also a free program called "Handbrake" which would allow you to make your own avi version of shows, if your computer was able to run it.  You could probably find handbrake at downloads.cnet.com

ANE or others might have done a line by line transcription of the PGS subtitles.  It's tiresome to do, but Afternoon Naps Empire are/were crazy HQ guys.  

Coalgirl refers to her version as "R1-Modified" discusses the OCR and states flatly she will not correct any errors discovered in her version.

Since you're in this deep, allow me to recommend a re-viewing someday with the other translations.  The gg-mods like ANE disappointed me a bit.  I liked better Coalgirls (Koharubi-Mod) and THORA-qIIq.  I've only watched ep1 of the retail subs so far,  so I'm looking forward to that someday.

1. AniDB blurb below.  It does not appear to revolve around sexual themes, and the manga won an award.
2. Commie's intentions (legit or troll) will become apparent eventually.  They've done some trolling lately so deserve any suspicions.  The subs appear to be CR-Mod.
3. I don't think Commie's staff are homogeneous enough to be classified, except perhaps as deeply disturbed...(joking...)
