Yes people do, if they have a premium account.

You will get speeds from ul.to and all the like "premium" file-sharing sites that cannot be matched by "free" file-sharing sites.
for example, if you have an great connection speed (in the excess of 10mbitps+[this is still a low number]), uploaded.net can potentially utilize the full speed (depending on your DNS [I reccommend everyone who can switch their DNS to GoogleDNS or OpenDNS], throttling, load, etc.), it would be strange if a "free" service would offer a greater speed than this to their users.

And recently I noticed TusFiles started cracking down on illegal files (out of the few random times I went into my disposable email accounts, I seen notices of deletions (regarding Shingeki no Kyojin specifically) - where before they never sent me a single email).
