If you have been around as long as I have you will find many US BDs and even DVDs that don't have Eng audio for that and sometimes don't even have a preview of the next episode.
I'm assuming he is trolling about the Eng audio because if one looks you will find that US BD has been available so you don't need to convert the 2.0 from Crunchy etc to 5.1 left alone it being FLAC.

Maybe it was done to accommodate WEB/BD differences, as encoding back to AAC would just introduce further compression.

They've done it before with shows like Re:Zero

Well, from the description the source is KoushinRip@Nyaa (JPBD). so  there are preview in the japanese, but not in the US? So from your point, they deliberately cut it out just for the US version?

Anyone can convert the ACC to FLAC and then join them in the mkv. Second if what you say is true and it was ripped from USBD then it is a "sloppy job" just like the other guy said.

First of all the ENG audio is Flac to begin with so it is not a lie seems the USBD didn't include the preview with the episodes as well.

I don't think the USBD even has the preview segments, similar to the web version.

So the USBD dosen't have english audio in the preview chapter?
