This is a 4 month old anonymous upload.  As you might guess, there is therefore unlikely to be a revision.

I generally test playback via VLC which is a pretty robust and forgiving media player in my opinion. I also playback via Plex on my media server. Both players exhibit the same behaviour.

However, I proceeded to try some others. While Windows Media Player performed the same way as I've previously explained, I also tried MPV. MPV continues to play the audio when the playback freezes, but then the audio is out of sync for a few seconds and the playback jumps a little, it is not smooth by any means.

If you want to see it for yourself, try 1029 at around 4:55 and on for about 20 seconds, there are several times where the freezes occur. First seen is Luffy with the Mayor by the fruit stand, then the next is with Luffy and the Monkey fighting for his food. I'm all for this being a playback issue, but I've downloaded five copies of the files now, tested in four players and the issues are largely the same on all.
