There are skills needed to read comments.  An easy one is the intentions involved.  For example there's a guy who always writes demeaning comments.  Ignore him, move on.

good news: reading comments is optional.  If you don't want them, turn off the display of comments with the triangle at the top of the Comments section.

As info found on google, AAC LC is designed for different purposes. AAC-LC is better for high quality and wide compatibility at medium to high bitrates, while HE-AAC v1 excels at low bitrates with better compression efficiency.

I'm not that guy, just correcting AAC LC is not the intended AAC (HE-AACv1).
He didn't say about the upload he just converted like dollars to yen.

Can this be fetched, please?  It doesn't look like there's any other high quality dual audio versions previously fetched, and the last version that was fetched is a mini encode from two and a half years ago.

I would advise studying some academic papers on this matter or obtaining a degree in sound engineering.

If you still think that you are smart, share a link to any academic paper that proves the concept of a 'mini encoder' that is not hardware.
